Born in 1953 in Tokyo. Graduated from the Tokyo Metropolitan University (Faculty of Literature, Humanities Department) and completed a master's course at the École du Louvre in Paris. On returning to Japan, became a curator at Tokyo Metropolitan Teien Art Museum (1985-1991), then artistic director at Contemporary Art Center, Art Tower Mito (1991-1997). Later became an independent curator and started activities as an art critic. In 1997, opened "Toshio Shimizu independent curator office" and in 2002, established "Toshio Shimizu Art Office." Works as an art producer in a wide range of genres at home and abroad. Has overseen public art including that for Tokyo Midtown, and has served as art director for exhibitions such as the Shanghai Biennale 2000 and the Japanese Industry Pavilion at the Expo 2010 Shanghai China. Professor at Gakushuin Women's College and its graduate school since 2004.
